As Moscow struggles with a population drop that has worsened since its invasion of Ukraine, the Russian government declared it is reinstating the honorary title “Mother Heroine” from the Soviet era for women who have 10 or more children.
The title will be given to people who “birth and raise” 10 Russian nationals, and a lump sum payment of 1 million Russian rubles ($16,645) will be given when the tenth child turns one, according to a decree approved this week by President Vladimir Putin.
But there are some additional restrictions.
The assessment procedure for providing the children with the “proper degree of care for health, education, physical, spiritual, and moral development” is not mentioned.
Meanwhile, all 10 children must be alive, unless they died during military, official or civic service, or in a terrorist attack.
