All 50 CAS Not Allowed To Assume Offices
The High Court has issued an order preventing all 50 Chief Administrative Secretaries (CASs) appointed by President William Ruto from taking up their various positions until the petition challenging their appointment process is heard and decided.
The court also ordered that none of the already sworn-in CASs should be paid or receive any benefits until the Law Society of Kenya and Katiba Institute’s case is resolved.
LSK and Katiba Institute have filed a petition against the President and the Public Service Commission (PSC), with all 50 CASs named as interested parties.
According to the petitioners, the President violated Article 10 of the Constitution by appointing 50 CASs while “fully aware that only 23 positions were created and recruited for.”
According to the petitioners, President Ruto’s addition of an additional 27 slots is an outright violation of the law.
